SHOAP FILES DISCRIMINATION CHARGES AGAINST CITY OF CROSSVILLE, LAWSUIT COMING

Former interim Crossville Chief of Police Rodney Shoap has filed complaints with the Equal Employment Opportunity Commission.  Shoap filed four complaints with the EEOC claiming he was discriminated against while serving as interim Police Chief.  Shoap had expressed interest in becoming fully time Chief to the interim city manager and council members.  However, no action was taken by interim City Manager  Steve Hill who is the sole person with the authority to hire and fire. Shoap felt that Council member Jesse Kerley was influencing Hill’s decision to not hire Shoap as the full-time Chief.  Shoap maintained he had the support of four Council members and says Manager Hill refused to call the four and verify the support. After months of seeking the full-time position of Chief of Police to no avail, Shoap resigned. Detective Mark Rosser was then appointed interim Chief. Shoap says he has retained an attorney and plans further legal action.

According to many local officials, Shoap’s service as interim Police Chief was exemplary and was impressive in reducing the crime rate in Crossville with his guidance and direction to what Shoap called “a great force of men and women in the Crossville Police Department”.   Rodney Shoap is also one of 32 people who have applied for the position of City Manager including current interim City Manager Steve Hill.
