ROCKWOOD MAN SHOT BY DEPUTY AT CUMBERLAND-ROANE CO LINE HAS LONG CRIMINAL HISTORY

Chief Deputy Tim Phillips said that Christopher Lee Powers, 34, of Rockwood, was the man behind the wheel of a car speeding at more than 100 miles per hour on Highway 27 in Harriman.

Deputy John H. Mayes, a K9 officer who has been with the department more than 10 years, spotted the car between 8:45 p.m. and 9 p.m. and began a pursuit, which traveled onto I-40 westbound. According to Roane County Sheriff Jack Stockton, Mayes had his emergency lights on during the chase.

As he tried to elude the deputy, Powers passed other motorists in the emergency lane, according to the sheriff. Mayes saw him get off at Exit 340 and warned dispatchers that Powers was going too fast and sure to wreck.

The pursuit ended at the Airport Road exit when Powers lost control of his car and slammed into a guardrail.

The deputy used his vehicle to block Powers in.

Mayes got out of his cruiser and was standing beside it when investigators said Powers hit the gas and rammed the cruiser. Mayes opened fire through the windshield, hitting Powers in the driver’s seat.

Gunfire hit Powers in the jaw, the chest, and the right hand.

Powers was taken to UT Medical Center for treatment. He is in serious condition.

Mayes was not injured, but was placed on administrative leave, which is standard procedure.635591762587381623-stephanie-foland

A woman in the car with Powers, Stephanie Foland, was taken to Roane Medical Center to be treated for injuries that were not related to the shooting. She was released from the hospital but arrested on several outstanding warrants including one for failing to comply with orders from a juvenile court pertaining to a child, according to Stockton.

Powers has an extensive criminal history, dating to 2001. He’s faced a number of charges over the years, including several charges of assault, assault on an officer, resisting arrest, robbery, drug charges, and child abuse.

Powers has had 48 bookings in the jail. They range from violation of probation to aggravated robbery, child abuse, assault of an officer, etc.

Powers was born in 1981. His first adult arrest record was in 2001.

He hadn’t been booked into jail since 2013.

Stockton believes the suspect may have been under the influence of drugs or alcohol but authorities are still waiting on blood tests.

Stockton said Powers did not respond Monday night to verbal commands. Powers did not realize he’d been shot, according to the sheriff.  (WBIR)
