POLICE: INTOXICATED WOMAN TRIES TO RESIST ARREST WHILE HOLDING A TWO-MONTH-OLD

The situation was dangerous for officers, a suspect and a two-month-old child Saturday night.  Police were called to Harper Lane for a reported domestic dispute. The original call came from a neighbor who stated he noticed a man on the front porch of the house smoking. A young woman came outside and began yelling at the man who tried to calm her down. The woman yelled ‘help’ so the neighbor went over to see what was going on at which point the female told the neighbor to get off her “F****** property.  That’s when the neighbor went back to his own house and called 911 When the officer arrived he knocked on the door with no response. Another officer joined with the first officer who went to the back of the residence and found a window open with the screen knocked out. It was apparent someone had fled the scene.  A third officer showed up to assist when someone inside the house started screaming – she was screaming for the officers to “leave her f****** house” adding that the police did not have a warrant.  The officers began telling the woman inside that they were there to make sure she was ok and not hurt. At that point, the female yelled she was naked.  The officers asked her to please put on some clothes. She did. The suspect then began conversing with the officer through a window. Another officer, looking into the open window at the rear of the house, noticed a small infant on the couch.  In the report, the officer stated it was apparent the female had been drinking and had slurred speech. The officer asked the woman if he could see the baby and make sure it was ok. She brought the child to the front door. A run of her car’s registration identified the female as 19-year-old Manah
Higgins.

Higgins then attempted to retreat to the back of the house when the officers grabbed her arm and tried to restrain her.  She deliberately fell to the floor with the baby still in her arms. Once back up, officers did convince Higgins to put the baby into a baby swing close by.  She did.  The officer then attempted to handcuff Higgins when she began violently kicking and screaming at the officers.  Two of the officers had to carry Higgins out of the house, one holding under her arms, the other carrying her legs until they got to the police cruiser all the while with Higgins screaming and trying to kick herself free.  Once at the patrol car, Higgins prevented officers from putting her in the car using her feet and legs to block.  One officer had to get in the car from the other side and pull her into the back of the cruiser.  Once inside the patrol car, Higgins began telling officers that her boyfriend had been abusive to her for the past five years and she couldn’t figure out how to get out of the situation. She told the officer that it was her boyfriend’s vomit in her hair…not her own. The officer advised she may seek help at the Avalon Center. One officer remained on the scene with the infant until DCS arrived to take custody of the child. DCS stated they were familiar with Higgins and presently had an open case on her. Higgins was charged with underage consumption and resisting arrest. .
