CUMBERLAND CO BOE CHARGED WITH ‘BAD FAITH’ NEGOTIATIONS IN DOS CONTRACT: DETAILS

Two citizens have charged the Cumberland County Board of Education with ‘bad faith’ negotiations in reviewing DOS Billy Stepp’s contract renewal. Below is the letter the two sent to the BOE and then the complete outline of ‘bad faith’ negotiation observations and timeline:
Dear Mr. King and CCS Board of Education Members,

We request that the BOE re-enter negotiations with William Stepp as the Director of Schools for July 2025 and beyond. Last Thursday, Mr. Davis indicated that he considered the negotiation process to remain open.  Since the last action was to ‘not accept the proposed contract’ in the January 23, 2025, meeting, you do not have a contract on the table.  Someone needs to re-engage in contract discussions and that someone is the board.

Having observed the meetings in which the Director of Schools contract has been discussed, primarily from September 2024 to present, some serious mistakes have been made by the board in the negotiation process.  We have attached notes that discuss ‘bad faith’ negotiation and have observed several issues that, in our opinion, would be classified as such.  We are not attorneys and provide these notes for informational purposes only.  Our notes and comments should not be construed as legal advice on any subject or suggest exposure to legal action.
