On March 9, 2023 city police responded to the area of  Village LN for a suspicious person that was laying in the roadway. Upon arrival officers observed a female standing in the grass on the side of the roadway falling asleep while standing up. An officer made contact with her and she was identified as Skyler Swafford. She was observed to be very slow with her movements and unsteady on her feet while standing and walking. The officer asked her if she had taken anything and she said that she had taken a Roxy on March 8, 2023.

The officer then asked Ms. Swafford where she was staying and she pointed to an apartment. Officers told her to take them to the apartment to make sure she made it there safely. Ms. Swafford took the officers to the wrong apartment and was unsure where the right apartment was located. She was then placed into custody for her safety and for the safety of the public and transported to the Cumberland County Justice Center for public intoxication.
