CROSSVILLE MAN SPEEDS PAST POLICE THROUGH RED LIGHT AND INTO SIDE OF VAN

On 09/20/2024, a City officer was sitting at the intersection of West Ave and Elmore Rd. at the red light. A blue colored van was facing south on West Ave and was turning left onto Elmore Rd. As the van was in the intersection a red Ford F-150 was traveling at a high rate of speed and passed the officer in the right lane. The Ford F-150 proceeded through the red light and struck the passenger side of the van. The officer initiated his emergency lights and pulled into the intersection and began to assess the occupants in the vehicles. The male driver in the Red F-150 was moaning and stable at the time. The officer then checked on the occupants in the van who stated they were okay but complaining of minor pains and aches. Cumberland County EMS and Fire arrived on scene and began to assess the patients. Crossville Fire advised they could smell alcohol emitting from the red F-150 while evaluating the male.

Two officers then spoke with the driver of the red Ford who was identified as Joel Mcfarland. Mr. Mcfarland was asked to exit the vehicle after he refused medical treatment. Once Mr. Mcfarland exited the vehicle, he was unsteady on his feet and had the odor of alcohol emitting from his person. One of the officers noticed a handgun on the small of his back. The firearm was removed from his person and ran through dispatch. Dispatch advised he had an active order of protection on him and was not permitted to be in possession of weapons and he could not possess drug or alcohol. 

Mr. Mcfarland consented to SFST testing and was placed under arrest and transported to intake.

While conducting a tow sheet for the Ford F-150 in plain view on the driver floorboard was a glass jar with black lid. Inside the glass jar the officer observed a green leafy substance inside with the odor of marijuana. A search and inventory were conducted and located in the vehicle were four orange pill bottles with a green leafy substance inside believed to be marijuana. Also located in the vehicle were multiple open and unopened cold beer bottles. Located in the center console was another pill container with two burnt marijuana blunts inside. Located in the passenger side floorboard was another 9mm S&W magazine with 8 rounds of 9mm loaded inside.

The evidence was seized and placed into evidence at the Crossville Police Department. The approximate weight of the green leafy substance believed to be Marijuana was 123.67 Grams. The officer charged Mr. Mcfarland with possession of Sch6, violation of order of protection and the red-light citation summons.
