CROSSVILLE MAN OFFERS POLICE $20 BILL AS ID WHILE ROCKING BACK AND FORTH ON FLOOR AT WALGREENS

On 12/15/2025 at approximately 12:43 p.m., a City Officer responded to Walgreens on Elmore Road for a report of a suspicious person. The caller reported that there was a man inside of the store that was possibly intoxicated. The caller said that the man was laying on the ground out of view of the store employees.
The Officer arrived and observed through the front door windows, a man sitting on the ground rocking back and forth. He walked in and made contact with him and noticed a strong odor of marijuana coming from the man. When the Officer asked the man for his ID, the man tried to hand him a $20.00 bill.
The man was identified as Mr. Chance Hyder. Mr. Hyder admitted to smoking a marijuana blunt a couple hours earlier. He initially said that he smoked 1-2 hours earlier but subsequently changed that to 2-3 hours prior. He did admit to feeling the impairment effects of the marijuana. The Officer asked him to rate his intoxication level on a scale of 0-10 and he rated himself at a 5.
Mr. Hyder thought he was in Algood, Tennessee while speaking on the phone with someone. Walgreens staff said that Mr. Hyder had been in the store for approximately 2 hours and was talking to himself and screaming while inside of the store. Staff informed the Officer that Mr. Hyder would have to leave the store.
The Officer gave Mr. Hyder an opportunity to try and find someone to come pick him up but he was not able to find anyone.
Therefore, with all solutions for Mr. Hyder to remain free exhausted, it was determined by the Officer that Mr. Hyder was intoxicated to the point where he was a danger to himself, and Mr. Hyder was arrested for public intoxication.
Mr. Hyder was transported in double-locked handcuffs that were checked for tightness. Once the Officer arrived at the jail, he located a zip-lock bag in the floorboard of the prisoner compartment near the driver’s side that contained a green, leafy substance that appeared to be marijuana. Mr. Hyder denied that the marijuana was his. The back seat camera of the police car captured Mr. Hyder retrieving an item that appears to come from underneath his clothing. Mr. Hyder then can be seen tossing the item towards the driver’s side floorboard.
The Officer attempted to interview Mr. Hyder about the marijuana possession and tampering with evidence. The Officer Mirandized Mr. Hyder and he did not wish to participate in an interview without his attorney present. The Officer did request that CCSO perform a strip search or body scan of Mr. Hyder to ensure that he was not concealing any more evidence underneath his clothing or inside of his body. This search did not discover any additional evidence.
The approximate weight of the substance believed to be marijuana was 28 grams. The marijuana was placed into evidence and a TBI lab sheet was completed to request further testing of the narcotics.
Mr. Hyder illegally possessed marijuana. Knowing that an investigation was in progress, Mr. Hyder also attempted to conceal the marijuana by throwing it in the floorboard of the patrol car. This was done with the intent to impair its availability as evidence in the investigation. Mr. Hyder was charged with public intoxication, simple possession, and tampering with evidence.
