On July 22, 2023 a City Officer observed Mr. Dalton Rayburn standing inside of a car wash bay making sporadic movements while pacing back and forth. Mr. Rayburn then started using the hose of the car wash to spray the ceiling and walls of the bay while still making strange movements. Mr. Rayburn kept spraying the bay until the timer ran out and then put the hose back up. 

Mr. Rayburn then picked through a trash can, collected a plastic bottle, and started throwing it at the wall of the bay. The officer made contact with Mr. Rayburn who stated that three girls were being raped inside of the speaker and told the officer to listen. Mr. Rayburn kept insisting that the officer knew what he was talking about.

The officer observed Mr. Rayburn to have bloodshot watery eyes and dilated pupils. Mr. Rayburn stated that he had used bath salts the prior day when he was asked what he had taken. Mr. Rayburn was placed in custody for being a danger to himself and the general public. The officer then transported Mr. Rayburn to the Cumberland County Sheriff’s Office to intake for booking where he charged him with public intoxication.
