CITY POLICE BREAK CAR WINDOW TO ACCESS OVERDOSE VICTIM AT LOCAL CAR WASH
On October 2, 2023 city units were dispatched to Mr. Zip’s Car Wash in reference to a male subject located inside of a car unconscious at the exit of the car wash. Upon arrival an officer observed the vehicle was still running. The man appeared to be purple in color in the face and was not breathing. The officer was able to break the driver side window and make contact inside of the vehicle. He checked the man’s pulse and observed he had a shallow heartbeat. The officer then administered two 4mg Narcan to the left nostril. The man was identified to be Frank Freelove DOB 11/29/79. The officer then turned the vehicle off, and removed the keys from the ignition. EMS and City Fire units arrived on scene where they took Mr. Freelove out of the vehicle and onto a stretcher to conduct medical assistance.
Once Mr. Freelove was removed from the vehicle, a straw was observed in the middle console in front of the gear shifter. A foil with burnt residue was found dropped between the driver seat and middle console. He was transported to the Cumberland Medical Center for medical assistance at that time. During the investigation, the foil with burnt residue, straw, and Mr. Freelove’s cellular phone device were seized from the vehicle.
After observing signs of Mr. Freelove being under the influence of a narcotic while in control of a motorized vehicle the officer applied for and was granted a search warrant by a Judicial Commissioner at Cumberland County Justice Center. The officer served the search warrant at the Cumberland Medical Center where two vials of whole blood were extracted from Mr. Freelove. The two vials of whole blood was later logged into evidence at the Crossville Police Department. Mr. Freelove stated that he remembered taking a “hit” of what he believed to be Heroin right before entering the car wash. He does not remember anything after that until he woke up on the stretcher with EMS. A search of his phone was conducted at the time of the investigation in reference to purchase and selling of illegal narcotics. After the search and photographs were taken from Mr. Freelove’s phone ,the phone was returned back to Mr. Freelove. He was discharged from the Cumberland Medical Center after seeking medical treatment and was charged with Driving Under the Influence.
The photographs were logged into evidence at the Crossville Police Department. The burnt foil and straw were properly destroyed.
