Less than a month has passed since the Knoxville bomb squad, FBI, TBI, Crossville Police Knoxville Fire Department was called to an apartment on Harper Lane behind CCHS for ‘explosive chemical mixing’ – they all were called back to the same location Sunday for, once again, someone mixing dangerous chemicals.  Last month Charles Eric Conatser, 34, Harper Lane, was charged with one count of reckless endangerment.  Conatser said he was mixing up rocket propellant.  In the November incident, all the chemicals were confiscated by police. Other residents of the apartment complex complained they were scared of what was being mixed near them.  Some of the chemicals were being thrown out into the woods behind the complex.
