CROSSVILLE POLICE FIND HALF NAKED MAN PARKED ACROSS TWO HANDICAPPED SPACES AT PILOT

On May 4, 2024 a City Officer was in the area of the Pilot when he noticed a White Toyota Highlander sitting up next to the building. Upon looking at the vehicle he found that it was parked parallel with the side walk and was parked across two handicapped parking spots. The vehicle did not have any handicapped permissions. The officer then walked up to the vehicle and noticed that the driver was not in the driver’s seat. He then walked around to the driver’s side and found that a man was sleeping in the rear driver’s side seat. The officer then looked into the window and noticed the man was wearing a green shirt only with no pants or underwear. The officer then began knocking on the window and the man would only move his eye lids and was otherwise unresponsive. He then opened the door and the man woke up. The officer had to tell the man several time to put pants on that were right beside him. He could smell the strong odor of alcohol coming from him and the odor of marijuana coming from inside the vehicle.

The man, identified as Mr. Isaac Ratliff, (D.O.B. 1/09/93) was asked if he knew where he was at to which he stated that he was in Knoxville. Mr. Ratliff was told to step over to a patrol car while his vehicle was being searched. While searching the vehicle the officer found a second pair of pants in the driver’s floorboard that were soaked, and also found two pineapple twisted tea’s. Mr. Ratliff was given the opportunity to take a PBT test but after several attempts he could not perform the test as asked. Mr. Ratliff was then told to put his hands behind his back and after the officer got a handcuff on his left arm he began pulling away and became argumentative. Mr. Ratliff was decentralized and taken to the ground softly where he was placed under arrest and was transported to the Justice Center for booking. He was charged with Public intoxication and resisting arrest. The officer was able to watch Mr. Ratliff on video who was found to be the driver of his vehicle when it pulled into the parking lot.
