CROSSVILLE WOMAN’S DOG KNOCKS MAN DOWN STAIRS AFTER COUPLE ARGUES OVER DRUGS

On September 17, 2023 a City Officer responded to a residence on 70 East in reference to a physical domestic disturbance. Upon arrival the officer heard yelling coming from the residence. The officer spoke through the window to Carl Howell DOB 07/06/77, and asked him to come outside.

Carl Howell came outside and the officer observed he had a cut on the inside of his leg. Mr. Howell stated it was from the female inside the residence pushing him down the stairs. Mr. Howell stated the two were arguing about drugs, and she pushed him down.

The officer spoke with the female, who was observed to have blood coming from her nose. She stated that they were arguing about drugs, and that he wanted to go get some. She then stated Carl Howell struck her in the nose with his fist, and that her dog lunged at him. She further stated he fell down the stairs when the dog lunged. The officer asked Mr. Howell how her nose got busted and he said he did not know. 

The officer determined Carl Howell to be the primary aggressor in the domestic assault. Mr. Howell was found also to have an active arrest warrant. Mr. Howell was arrested and transported to the Cumberland County Justice Center where he was served the active arrest warrant, a signed and served warrant for domestic assault, and served bond conditions. No charges were filed against the female and she remained at home with her dog.
