A man who regularly wanders around Crossville yelling at cars or at himself has been arrested for breaking out several downtown business windows.  47-year-old Joshua Hays was caught on video going from building to building in downtown stopping at times to throw rocks into windows.

This is the same individual who was arrested just days before for walking in the middle of West Avenue yelling and spitting at cars driving by.  Businesses that reported windows broken out included Roadrunners Motors, Mayberry’s warehouse, Forte’s Restaurant, French’s Shoes and boots warehouse, First Christian Church, and the former O.D. Pugh Surveying building.  Hays was charged with five counts of vandalism.
