The victim of the vehicle fatality on Highway 70E Tuesday night has been identified.  According to the THP report, 21 year old Matthew S. Kemp of Crossville was killed in the wreck.  Troopers told CROSSVILLE NEWS FIRST at the scene that it appeared high speed contributed to the wreck.  Kemp, driving a 2006 Kia, was traveling west toward Crossville, left the highway, then went about 50 feet into the woods when the car flipped and landed on its roof.  No one else was in the car and no other vehicles were involved.
