Crossville Police were called to Kroger in Crossville for a report of man who was in the restroom making strange sounds and wouldn’t come out. When police arrived the man was still in the restroom swaying back and forth and making a moaning sound.  Police identified the subject as 46-year-old Joshua Pugh.  Mr. Pugh became combative when officers attempted to talk to him.  Officers told Mr. Pugh they were going to cuff him for his own safety and the safety of the public at which point he became more combative.  Mr. was cuffed and arrested for public intoxication and taken to the Justice Center.
