DETAILS SURFACE ON THE KIDNAPPING OF 23 MONTH OLD CHILD FOUND SAFE

A new arrest report reveals what deputies say happened minutes after a man kidnapped a 23-month-old girl after a traffic stop in Hixson, and new details from the toddler’s mother.

According to the Hamilton County Sheriff’s Office, Matias Martinez was driving the car when deputies pulled him over around 3:45 p.m. Thursday for a vehicle equipment violation.

Deputies discovered his passenger, Patricia Turner, had an active warrant for a drug charge in Collegedale – and say she had a glass smoking pipe in her waist line.

Deputies questioned Turner, and say she handed over a bag of meth, with deputies finding a loaded revolver in the vehicle.

Around 4:20 p.m. they realized Martinez and Octavia, the child which had been in the car also  were gone, and called in additional units to help them search. Deputies went across the street to Clayton Homes, where employees said the two had just been.

Employees told deputies Martinez had come in with Octavia, and they’d given them water to drink. As officers came across the street to the business, employees said Martinez ran out the back door with the girl.

The sheriff’s office searched nearby open trailers, and found Martinez’s shoes in the woodline behind Clayton Homes’ parking lot. The search escalated, pulling in K-9 units and a drone, but they didn’t find the two.

According to the report, Octavia’s mother came to the scene, distraught that her daughter had been taken. She told deputies that Turner was Octavia’s grandmother, and Martinez was Turner’s boyfriend. Turner had been watching Octavia for a little bit when this all happened.

Octavia’s mom told deputies Martinez didn’t have permission to take her daughter, and wanted to prosecute him for kidnapping.

On Friday morning, just before 7, the sheriff’s office says a resident spotted Martinez and Octavia with a bike at the intersection of Boy Scout Road and Moses Road.  Martinez was arrested at the scene. Deputies say they believe the child was outside all night and was found covered in debris , dirt, leaves, and bug bites. Bond for Martinez was set at $150,000
